摘要
数字经济与实体经济深度融合才能更好地构建现代流通体系,而城市作为产业数字化发展的载体,无疑成为了流通产业发展的研究热点。本文以智慧城市试点政策作为准自然实验,基于我国158个城市2009-2020年的面板数据,运用双重差分法(DID)实证检验智慧城市试点政策对城市商贸流通产业发展水平的影响及作用机制。研究结果表明:智慧城市政策的实施能够对商贸流通产业的发展起到驱动作用;并且政府的科学技术支出及财政支出规模分别会对城市流通产业的发展水平存在中介效应和遮掩效应;从异质性分析得出,教育水平、发展水平较高的东部地区城市、省会城市的智慧城市建设,对该城市商贸流通产业发展水平的边际正向影响更高。为了促进城市商贸流通产业的发展水平、完善现代流通体系建设,应结合不同城市的发展水平与地理位置,对其进行科学技术支持,并不断完善宏观调控政策。
The deep integration of the digital economy and the real economy is necessary to better build a modern circulation system,and cities,as the carrier of industrial digital development,have undoubtedly become a research hotspot for the development of the circulation industry.This paper empirically examines the impact and mechanism of smart city pilot policies on the development level of the urban trade and distribution industry based on panel data of 158 cities in China from 2009 to 2020 using the difference-in-difference method(DID)as a quasi-natural experiment.The results show that the implementation of smart city policy can play a driving role in the development of the commerce and distribution industry;and there are mediating and masking effects of the government′s science and technology expenditure and fiscal expenditure scale on the development level of the urban distribution industry,respectively;from the heterogeneity analysis,it is concluded that the smart city construction in eastern cities and provincial capitals with higher education level and development level has a The marginal positive effect on the development level of the city′s a trade and distribution industry is higher.To promote the development level of urban trade and circulation industry and improve the construction of modern circulation systems,systems combine the development level and geographical location of different cities,support them with science and technology,and continuously improve macro-control policies.
