摘要
人力资源是数字经济发展的核心要素,建设富有韧性的人力资源系统是应对技术冲击,推动京津冀数字化转型,实现创新高质量发展的必要举措。本文构建数字经济背景下人力资源系统韧性多样性、流动性、缓冲性和进化性的四维指标体系,评价2019—2021年京津冀人力资源系统韧性现状,并根据各省市暴露的发展问题匹配针对性治理策略。研究发现:(1)从整体韧性现状看,京津冀三省市的韧性均值排名为北京、河北、天津,京津冀整体、北京和河北呈上升趋势,而天津呈下降趋势,河北和天津均存在不同程度的发展不均衡问题;(2)从韧性治理看,北京、河北和天津适用的治理策略分别是整体性治理、协同治理、网络化治理。本文为区域人力资源系统韧性的动态评价与治理提供方案,同时也可应用于其他省市。
Human resource is the core element of digital economy development.Building a resilient human resource system is a necessary measure to deal with technological shocks,promote the digital transformation of BeijingTianjin-Hebei,and achieve innovative and high-quality development.By constructing a four-dimensional index system of diversity,fluidity,cushioning and evolution of human resource system resilience in the context of digital economy,this study evaluates the status quo of human resource system resilience in Beijing-Tianjin-Hebei from 2019 to 2021,and matches targeted governance strategies according to the development problems exposed by each province and city.The study finds that:(1)From the perspective of the overall resilience status,the average resilience rankings of the three provinces is Beijing,Hebei,Tianjin.Beijing-Tianjin-Hebei,Beijing and Hebei show an upward trend,while Tianjin shows a downward trend.Both Hebei and Tianjin have different degrees of unbalanced development.(2)From the perspective of resilience governance,the applicable governance strategies in Beijing,Hebei and Tianjin are holistic governance,collaborative governance and networked governance.This study provides a solution for the dynamic evaluation and governance of regional human resource system resilience,and can also be applied to other provinces and cities.
