摘要
加快构建新发展格局,是以习近平同志为核心的党中央根据我国新发展阶段、新历史任务、新环境条件作出的重大战略决策。构建新发展格局必须建立起扩大内需的有效制度,释放内需潜力,加快培育完整内需体系,加强需求侧管理,扩大居民消费,提升消费层次。住户是由一个人或一群人组成的机构单位,是扩大内需的重要主体,他们既是生产者,也是消费者和收入者,是畅通国民经济循环的主力军。住户部门资产负债表反映某一时点住户部门拥有的资产和负债的总量和结构,以及从期初到期末的变化情况,它是摸清住户“家底”、揭示风险、构筑国家治理体系和治理能力现代化的数据基础设施。当前,我国住户部门资产负债表体系存在一些问题,不适应构建新发展格局的需要。我们要坚持问题导向与目标导向,明确完善住户部门资产负债表体系的总体思路、主要任务、重要价值与意义,创新与发展住户部门资产负债表体系,服务构建新发展格局,走共同富裕道路。
Accelerating the building of a new development paradigm is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping as the core on the basis of China’s new development stage,new historical tasks and new circumstances.To build a new development paradigm,we must establish an effective system to boost domestic demand and release its potential,accelerate the development of a complete domestic demand system,strengthen demand-side management,and expand and upgrade household consumption.Households are institutional units composed of a person or a group of people,and they are important entities for expanding domestic demand;they are both producers,consumers and income earners,and they are the main force to smooth the national economic cycle.The balance sheet of household sector reflects the total amount and structure of assets and liabilities owned by the household sector at a certain point in time,as well as the changes from the beginning to the end of the period,which is the data infrastructure for clarifying the financial reality of households,revealing risks,and building a modernized national governance system and capacity.At present,the balance sheet system of China’s household sector has some problems and does not meet the needs of building a new development paradigm.We should adhere to the problem-oriented and goal-oriented approach,clearly define the overall guiding principles,main tasks and significance of improving the household sector balance sheet system,innovate and develop the system,so as to facilitate the building of the new development paradigm and achievement of common prosperity.
