摘要
健全统一的应急物资保障体系是推动应急管理机制有效运行和应急管理目标实现的重要基础,对提升公共突发事件应对处置能力及效率具有关键作用。以重大突发事件应急物资保障实践效果的历时性比较,从治理结构、政府架构、政策体系、运行机制4个层面的分析发现,我国应急物资保障体系呈现结构演进与固化并存的特征,凸显出非制度主体参与困境、相关法律法规和应急预案不健全、应急物资保障运行受到制约等问题。遵循结构优化和过程再造的基本思路,应以创新政企合作机制、提高跨区域应急物资协调能力、优化政府间权责关系、推动智慧化应急物流网络建设、推动应急物资保障制度和保障效能有效转化和融合,夯实应对公共突发事件和社会风险的物质基础。
A sound and unified emergency material guarantee system is an important basis for promoting the effective operation of emergency management mechanism and the realization of emergency management objectives.It plays a key role in improving the response and efficiency of public emergencies.Based on the diachronic comparison of the practical effect of emergency material guarantee for major emergencies,from the analysis of governance structure,government structure,policy system and operation mechanism,the article finds that China’s emergency material guarantee system presents the characteristics of structural evolution and solidification,highlighting the participation dilemma of non-institutional subjects,the imperfection in relevant laws and regulations and emergency plans,and the restriction of the operation of emergency material guarantee.Therefore,we should follow the ideas of structural optimization and process reengineering,innovate the cooperation mechanism between governments and enterprises,improve the coordination ability of trans-regional emergency materials,optimize the relationship between powers and responsibilities among governments,promote the construction of intelligent emergency logistics network,realize the effective transformation and integration of emergency material guarantee system and guarantee efficiency,and consolidate the material foundation for dealing with public emergencies and social risks.
