摘要
EOD模式的提出符合我国经济高质量发展的内在要求,鼓励社会资本参与EOD模式项目开发,是促进EOD模式持续健康快速发展的有效方式。通过对国内目前已实施的多个EOD模式项目进行调研,剖析当前社会资本参与EOD模式项目面临的困境。在此基础上,有针对性地提出应对策略,为社会资本破解EOD模式项目开发困境提供新思路,更好地发挥社会资本在EOD模式推广应用中的促进作用。
The proposal of EOD model meets the inherent requirements of high-quality economic development in China.Encouraging social capital to participate in EOD model project is an effective way to promote the sustainable,healthy and rapid development of EOD model.Through the investigation of several EOD model projects that have been implemented in China,this paper summarizes the difficulties faced by social capital in participating in EOD model projects.On this basis,puts forward targeted countermeasures to provide new ideas for social capital to solve the dilemma of EOD model project development,and better play the role of social capital in the promotion and application of EOD mode.
