摘要
生态环境导向的开发(EOD)是生态环境治理模式的创新之举,近年来受到全社会广泛关注。EOD模式创新实践自2020年启动以来,为推动浙江省生态环境高水平保护和经济高质量发展发挥了一定的作用。但从浙江省EOD模式实际推进情况来看,还存在缺乏长期系统谋划、市场主体类型单一、制度体系不完备等问题,需要明确在全省面上以EOD模式统筹推动生态环境高水平保护与经济高质量发展的总体思路,并在融入宏观经济治理大局、构建市场体系、健全全过程规范化管理制度、完善部门协作等方面落实针对性的举措。
Eco-environment-oriented Development(EOD)is an innovative approach to ecological environment governance,which has received widespread attention from the whole society in recent years.Since its launch in 2020,the EOD model innovation practice has played a certain role in promoting high-level ecological environment protection and high-quality economic development in Zhejiang Province.However,there are still problems such as a lack of long-term systematic planning,insufficient marketization,and incomplete institutional systems,for the actual promotion of the EOD model in Zhejiang.It is necessary to clarify the overall idea of using the EOD model to coordinate and promote high-level ecological environment protection and high-quality economic development throughout the province.Targeted measures need to be implemented in areas such as integrating into the macroeconomic situation,building a market system,improving the entire process management system,and improving departmental collaboration.
