摘要
基层行政飞地的属地管理是空间治理的难点问题,涉及飞地与飞出地、飞入地府际之间的竞争与博弈。为促使三者形成职能、权力、责任和利益的共同体,文章运用扎根理论和多案例研究方法,梳理归纳了行政飞地属地管理存在组织职能内卷化、权力归属竞争化、服务供给碎片化、利益政策差异化等空间壁垒。通过尺度政治分析工具从组织空间、府际空间、物质空间和表达空间四个空间层面,对行政飞地的属地管理进行了尺度解构。通过组织网络去边界化、府际互动去中心化、公共资源再领域化和话语表达多元化的尺度重构,完善了行政飞地属地管理的统筹规划机制、置换整合机制、沟通协商机制和利益补偿机制,再生产出行政飞地属地管理的空间治理机制,探索出基层政府飞地治理的新模式。
The purpose of this study is to solve the problems of the territorial management of the grass-roots administrative enclaves in the spatial governance,so that the enclave,the fly-into place and the fly-out place form a community around functions,powers,responsibilities and interests.Grounded theory and multi-case study methods was used to summarizes the spatial barriers such as the involution of organisational functions,competing attributions of power,fragmentation of service provision and differentiation of interest policies.The tools of scale political analysis was used to deconstruct the territorial management of administrative enclaves from the four scale levels of organizational space,inter-provincial space,material space and expression space.The overall planning mechanism,replacement integration mechanism,communication and consultation mechanism and interest compensation mechanism of territorial management of administrative enclaves have been improved through the de-boundarized of organizational networks,decentralization of inter-governmental interaction,re-regionalization of public resources,and pluralistic discourse expressions.The spatial governance mechanism of administrative enclave territorial management was reproduced,and a new enclave governance model for grassroots governments has emerged.
