摘要
中国特色海洋话语是经由国家生产、被国家认定、为国家所用、体现国家权威、具有中国本土气质的海洋话语,是国家倡议“21世纪海上丝绸之路”“蓝色伙伴关系”“海洋命运共同体”等国家海洋治理理念的核心内容。在国家大力推动海洋强国建设的背景下,中国特色海洋话语的全球化构建与传播成为中国提升国际海洋治理权、构建海洋文明大国形象、传播中国海洋文化、实施对外海洋叙事的重要手段。本文从国家海洋文本翻译风格和外媒中国特色海洋话语传播策略与机制两个方面探讨中国特色海洋话语体系的全球化构建议题、内容和原则,以期为中国特色海洋话语译传语言策略、文化过程、认知机制研究提供借鉴,并为国家相关部门推动中国特色海洋话语的对外传播工作提供参考。
The ocean discourse with Chinese characteristics is produced, recognized and used by China as a state, which embodies China’s national authority and local temperament. It is the core content of national marine governance concepts such as "21 st Century Maritime Silk Road", "Blue Partnership" and "Marine Community with a Shared Future". As China vigorously strives to develop itself into a major marine power, the global construction and communication of the ocean discourse with Chinese characteristics has become an important means for the country to enhance international maritime governance, promote its image as a marine civilization, spread Chinese marine culture, and implement external marine narrative. This paper discusses the topics, contents and principles of the global construction of the ocean discourse system with Chinese characteristics from two aspects: the translation style of state ocean texts and the communication strategies and mechanisms of ocean discourse with Chinese characteristics of foreign media, so as to provide reference for the study of language strategies, cultural processes and cognitive mechanisms in the translation of China’s ocean discourse and for relevant government departments to promote its international communication.
