摘要
深化国有资本运营公司改革是新发展阶段推动国有经济布局优化和结构调整,促进国有经济高质量发展的必然要求和重要手段。本研究从国有资本运营公司改革的制度背景出发,从委托代理理论、产权理论和资产配置理论三个维度,阐述了国有资本运营公司改革的理论逻辑框架,并结合重庆渝富控股集团改革的实际案例,揭示了国有资本运营公司在公司治理、投资决策、授权放权、混改深化、投资组合配置、投研一体化六个方面的改革路径。在此基础上,提出了加强市场化资源配置能力、提高投资研究能力、深化授权经营体制改革和混合所有制改革、建立针对性的容错纠错机制四个方面的政策建议。
Deepening the reform of state-owned capital operating companies is an inevitable requirement and a crucial method to promote the optimization of the distribution and structural adjustment of state-owned economy and the high-quality development of state-owned economy in the new stage of development.Starting from the institutional background of the reform of state-owned capital operating companies,this paper,combined with the real case of the reform of Chongqing Yufu Holding Group Co.,Ltd.,expounds the theoretical and logical framework of the reform of state-owned capital operating companies from the three perspectives,i.e.principal-agent theory,property rights theory and asset allocation theory.It reveals the reform paths of state-owned capital operating companies in six aspects:corporate governance,investment decision-making,authorization and delegation of power,deepening of mixed reform,investment portfolio allocation and integration of investment and research.On this basis,this paper puts forward four policy suggestions,including strengthening market-oriented resource allocation capacity,improving investment research capacity,deepening the reform of authorized operation system and mixed ownership,and establishing a targeted error tolerance and correction mechanism.
