摘要
我国对老龄化积极价值的认知和开发直接体现在历年颁布的老年人力资源相关政策中。本文运用政策体制理论对新中国成立以来涉及老年人力资源开发的政策进行了系统的梳理和回顾,从范式变迁的角度追溯了从被动应对式到主动积极式的发展进程与演变模式,从理念逻辑、组织架构、利益群体三个方面分析范式转变的内驱动力机制。新时代老龄政策应更加致力于建设中国特色社会主义制度下“不分年龄,人人共享”的社会,释放并挖掘老年人力资源的潜力。
The recognition and development of the positive value of aging in China is directly reflected in the relevant policies on elderly human resources issued over the years.Using the policy regime theory,this paper systematically sorts out and reviews the policies related to the development of elderly human resources since the founding of the People's Republic of China,traces the development process and evolution mode from passive response to active response from the perspective of paradigm change,and analyzes the internal driving mechanism of paradigm change from three aspects including idea,institution and interest.In the new era,the aging policy should be more committed to building a"shared by all,regardless of age"society under the socialist system with Chinese characteristics,and release and tap the potential of the elderly human resources.
