摘要
积极应对人口老龄化的国家战略是中国共产党一百年来老龄工作思想的结晶。党经过新民主主义革命时期、社会主义革命和建设时期、改革开放和社会主义现代化建设新时期的理论探索和实践尝试,形成了一套科学有效的老龄政策体系,为新时代积极应对人口老龄化国家战略的确立积累了宝贵经验。回顾百年党史,"积极老龄观"始终是贯穿党的老龄工作的基本理念和精神内核,这主要体现为党将老龄群体作为革命、建设和改革的积极力量,在关爱和照顾老龄群体的同时,尽可能通过政策宣传和制度设计引导其在实践中发挥正向作用。在"积极老龄观"的引导下,中国共产党对老龄工作的定位经历了从"老人问题"向"发展问题"再向"全局性问题"的认识转变,老龄政策经历了从特惠到普惠、从保基本到高质量发展的过程。
The national strategy of actively coping with the aging of the population is the crystallization of the Communist Party of China’s thought on the aging work in the past hundred years.Through theoretical exploration and practical attempts in the period of new democratic revolution,socialist revolution and construction,and in the new period of reform and opening up and socialist modernization,the Party has formed a scientific and effective aging policy system,which has accumulated valuable experience for the establishment of the national strategy for actively dealing population aging in the new era of socialism with Chinese characteristic.Back in the history of the Party,"positive view on aging"is always running through the Party’s basic idea of aging work and spiritual kernel,which is mainly reflected in the Party’s working strategy that regarding older adults as a positive force in revolution,construction and reform.The Party has taken care of older population while encourage their productive engagement through policy propaganda and the system design.Under the guidance of"positive view on aging",the orientation of the work on aging of the Communist Party of China has experienced a change from"old people’s problem"to"development problem"and then to"overall problem".The aging policy has experienced a process from preferential to inclusive,from basic to high-quality development.
