摘要
发展好农民教育是解决农民问题的根本之策,也是中国共产党坚持以人民为中心、发展依靠人民和为了人民的庄严承诺的集中体现。中国共产党自建党以来,始终把解决农民教育问题作为发展和改进农村工作的第一要务,经历了革命意识教育、扫盲思政教育、农业技术教育、职业素养教育和新型农民教育的历史演变;呈现出从“发展依靠农民”到“发展为了农民”,从“少数人教育”到“全民终身教育”,从“政府主导”到“农民主体”,从“生计教育”到“自我发展、自我实现教育”的价值嬗变。当前,更要以培育服务乡村振兴的新型职业农民为目标,把握农民教育政策顶层设计;以深入推进农民教育治理体系和治理能力现代化为抓手,健全农民教育政策保障机制;以巩固脱贫减贫与乡村振兴有效衔接为契机,完善农民教育政策内容设计;以服务农民终身学习的教育体系为引领,增强农民教育政策动力机制。
The development of farmers’education,as the fundamental policy aimed to solve farmers’problems,also embodied the solemn commitment of the Communist Party of China to focus on the people,rely on the people and serve the people.Since its founding,the Communist Party of China has always regarded solving the problem of farmers’education as the first priority for the development and improvement of rural work,and experienced the historical evolution of revolutionary consciousness education,literacy ideological and political education,agricultural technology education,professional quality education and new farmers’education;it showed the value transmutation from"development depends on farmers"to"development for farmers",from"minority education"to"lifelong education for the whole people",from"government-leading"to"farmer-oriented",and from"livelihood education"to"self-development and self realization education".At present,it is more necessary to grasp the top-level design of farmers’education policy with the goal of cultivating new professional farmers serving rural revitalization,improve the guarantee mechanism of farmers’education policy by deeply promoting the modernization of farmers’education governance system and governance ability,take the opportunity of consolidating the effective connection between poverty alleviation and rural revitalization to improve the content design of farmers’education policy,strengthen the driving mechanism of farmers’education policy under the guidance of the education system serving farmers’lifelong learning.
