摘要
现代社会不断细化的分工在根本上改变着基层治理方式,治理工作倾向于效率导向,而非效果导向。在效率导向下,基层治理中第三方被大量使用,它客观上激化并放大了基层治理中脱离群众的风险。因此,必须对责任机关第三方的使用建立必要的约束机制,要求其在一定的阐释原则、证明标准的规范下,向社会公开阐明使用第三方的合理性和必要性,确保倾斜向乡村的政策与经济真正惠及民众、振兴乡村。
As the implementation of strategic layout is mostly top-down,it is up to primary-level governance institutions to carry out the original goal.The traditional primary-level governance model has evolved in response to specialized social divisions,with a shift towards prioritizing sefficiency rather than public service.In pursuit of greater efficiency,primary-level governance institutions employ a substantial proportion of third parties,heightening the risk that primary-level governance activities detach from the public.Consequently,it is necessary to develop appropriate constraint mechanisms for oversight and accountability within these organizations,as well as demand them to publicly justify and explain the use of the third parties,in order to limit their influence.Ultimately,policies and economic support directed towards rural areas may actually benefit local populations and revitalize the regions in the future.
