摘要
提高新疆农业水资源利用效率对新疆生态安全、巩固脱贫攻坚、衔接乡村振兴具有重要意义。运用超效率SBM模型和Tobit模型对2008年~2019年新疆农业水资源利用效率及其影响因素进行了测算及分析。研究结果表明:新疆农业水资源利用效率呈现先降低后缓慢上升的变化趋势;农业水资源利用效率空间变化呈现由南高北低到北高南低;经济发展水平、节水灌溉水平、农作物种植结构等因素均对农业水资源利用效率产生显著影响。基于以上研究结论,提出抓住对口援疆机遇调整经济结构、优化种植结构、加大农业节水宣传教育及提高第一产业固定资产投资精确度的建议。
Improving the utilization efficiency of agricultural water resources in Xinjiang is of great significance to Xinjiang's ecological security,poverty alleviation and rural revitalization.This paper uses the super-efficiency SBM model and the Tobit model to calculate and analyze the utilization efficiency of agricultural water resources and its influencing factors in Xinjiang from 2008 to 2019.The results show that the utilization efficiency of agricultural water resources in Xinjiang decreases first and then increases slowly.The spatial change of agricultural water use efficiency is from high in the south to low in the north to high in the north and low in the south.Economic development level,water-saving irrigation level,crop planting structure and other factors have a significant impact on agricultural water use efficiency.Based on the above research conclusions,some suggestions are put forward to adjust economic structure,optimize planting structure,increase agricultural water-saving publicity and education and improve the accuracy of fixed assets investment in the primary industry.
