基于DEA-Malmquist指数法的甘肃省沿黄地区农业水资源利用效率实证分析 被引量:10

An Empirical Analysis of Agricultural Water Resources Utilization Efficiency in Gansu Province along the Yellow River Based on DEA-Malmquist Index Method

摘要 基于数据包络分析法的BCC模型和Malmquist指数法,建立了农业水资源利用效率和全要素生产率测算模型,计算对比了甘肃省沿黄地区2009-2019年的农业水资源利用效率和农业用水的全要素生产率,并评估了区域各市州的节水潜力。研究发现:在统计时间内,甘肃省沿黄各市州除少数表现出DEA有效外,其余均有不同幅度的农业水资源利用效率下降;通过投入冗余和产出不足分析,发现不同地区的可节水量和节水率有着显著差异;通过分解Malmquist生产率指数,发现甘肃省沿黄各市州均有着程度不同的技术进步,但受制于偏低的技术效率指数,部分地区并未在现有技术水平下很好的实现农业水资源的节约利用。基于研究结论,提出关于提高甘肃省沿黄地区农业水资源利用效率的对策建议。 Based on the BCC model of data envelopment analysis and Malmquist index method,the calculation models of agricultural water resources utilization efficiency and total factor productivity were established.The agricultural water resources utilization efficiency and total factor productivity of agricultural water in the area along the Yellow River in Gansu Province from 2009 to 2019 were calculated and compared,and the water-saving potential of each city and prefecture in the region was evaluated.It is found that in the statistical time,except for a few cities and prefectures along the Yellow River in Gansu Province,which showed DEA effectiveness,the utilization efficiency of agricultural water resources declined to varying degrees.Through the analysis of input redundancy and output insufficiency,it is found that there are significant differences in water-saving quantity and water-saving rate in different regions.By decomposing Malmquist productivity index,it is found that all cities and prefectures along the Yellow River in Gansu Province have made technological progress to varying degrees,but due to the low technical efficiency index,some areas have not realized the economical utilization of agricultural water resources well under the existing technical level.Based on the research conclusion,some countermeasures and suggestions are put forward to improve the utilization efficiency of agricultural water resources along the Yellow River in Gansu Province.
