摘要 为了降低煤矿职业健康危害发生率,提高煤矿职业健康管理水平,通过分析当前煤矿职业健康管理问题,提出了基于人员-生产-文化的职业健康管控模式,该模式以职业健康管控网络、管控理念以及职业健康文化氛围为基础,以职业健康零风险为目标导向,通过PDCA循环程序对生产、文化以及人员层面的风险因素进行全面、动态、闭环管控,保证职工的职业健康。通过煤矿员工职业健康危害致因分析,从人员、生产、文化这3个层面说明了进行职业健康风险管控的重要性。煤矿职业健康管控模式的提出,为煤矿职业健康管理提供了新思路,对于煤炭企业有效预防职业病的发生具有指导意义。 In order to reduce the incidence of coal mine occupational health hazards and improve the level of coal mine occupational health management, this paper proposes the occupational health management and control mode based on personnel,production and culture. This mode is based on the occupational health management and control network, concept and occupational health culture atmosphere. With zero risk of occupational health as the goal orientation, it carries out comprehensive, dynamic and closed-loop management and control on the risk factors at the production, culture and personnel levels through the PDCA cycle procedure to ensure the occupational health of employees. Through the analysis of the causes of coal mine employees’ occupational health hazards, the importance of occupational health risk management and control is explained from the aspects of personnel, production and culture. The proposed mode of coal mine occupational health control provides a new idea for coal mine occupational health management, and has a guiding significance for coal enterprises to effectively prevent the occurrence of occupational diseases.
