摘要
随着政府部门之间交互协作需求的日益扩大,政府数字资源长期保存工作“技术失灵”时有发生,针对在数字资源保存过程中存在各种技术风险,当前亟需识别相关风险并基于此构建风险治理机制。本文研究了三类技术风险的生发逻辑规律,构建了政府数字资源长期保存技术的风险规避机制,助力政府数字化改革,以期实现政府“数字遗产”的长期保存目标。
With the increasing demand for interaction and collaboration between government departments,“technical failures”in the long-term preservation of government digital resources occur from time to time.In view of the various technical risks in the process of preserving digital resources,there is an urgent need to identify relevant risks and build a risk management mechanism.This paper studies the inherent logic causing the three types of technical risks and constructs a risk-avoidance mechanism for the long-term preservation of government digital resources to facilitate the government’s digital reform,with a view to achieving the goal of long-term preservation of the government’s“Digital Heritage”.
