摘要
政治制度是新时代中国特色社会主义思想的重要内容。政治制度作为政治生活中较为固定的安排,是人们长期政治实践的产物。中国特色社会主义制度是确保人民当家作主和国家长治久安的新型政治制度,中国特色社会主义制度优势主要体现在政治制度的适应性、政治参与的广泛性、政治阶层的开放性以及政治权力的受控性等。政治制度作为国家共同体内各种行为的规范体系,对于国家治理效能具有基础性贡献,国家治理的有效程度取决于制度化的水平,而制度绩效又依赖于制度供给质量和政治发展的进程。因此,从理念层面,要坚持中国特色社会主义政治制度的独特性;从制度层面,要增强制度自信,坚持和完善现有中国特色社会主义政治制度,发挥制度优势;从行动层面,要深化改革,稳妥推进政治体制变革,推进中国特色社会主义制度迈向成熟。
The concept of political system is an important content of the thought of socialism with Chinese characteristics in the new era.As a relatively fixed arrangement in political life,political system is the product of people’s long-term political practice.The socialist system with Chinese characteristics is a new political system to ensure that the people are the masters of the country and the country’s long-term stability.The advantages of the socialist system with Chinese characteristics are mainly reflected in the adaptability of the political system,the universality of political participation,the openness of the political class and the control of political power.As a normative system of various behaviors in the national community,political system has a fundamental contribution to the effectiveness of national governance.The effectiveness of national governance depends on the level of institutionalization,and institutional performance depends on the quality of institutional supply and the process of political development.Therefore,from the conceptual level,we should adhere to the uniqueness of the socialist political system with Chinese characteristics;From the institutional level,we should enhance institutional self-confidence,adhere to and improve the existing socialist political system with Chinese characteristics,and give full play to institutional advantages;From the action level,we should deepen the reform law,steadily promote the reform of the political system,and promote the maturity of the socialist system with Chinese characteristics.
