摘要
中国特色社会主义制度之所以能够行得通、真管用、有效率,原因可能很多,但从制度机理的角度分析,主要在于中国特色社会主义制度具有明显的比较优势.推进国家治理现代化就是要加快中国特色社会主义制度集成,充分发挥中国特色社会主义制度优势,为顺利实现"两个一百年"奋斗目标,进而实现中华民族伟大复兴的中国梦提供制度保证.然而,制度的生命力在于执行,中国特色社会主义制度优势并不直接带来治理效能,只有借助制度改革和创新,将制度势能转化为制度性能,将制度优势转化为制度优性,进而实现将制度优势转化为治理效能的目标.于是,如何将制度优势转化为治理效能,就成为国家治理现代化的关键环节.
There may be many reasons why the socialist system with Chinese characteristics s is workable,effective and efficient.But from the perspective of institutional mechanism,the main reason is that the socialist system with Chinese characteristics has obvious comparative advantages.To promote the modernization of national governance is to speed up the integration of the socialist system with Chinese characteristics,give full play to the advantages of the socialist system with Chinese characteristics,and provide institutional guarantee for the successful realization of the"two centenary goals" and the realization of the Chinese dream of great national renewal.However,the vitality of the system lies in the implementation.The institutional advantage of socialism with Chinese characteristics do not directly bring governance effectiveness.Only by means of institutional reform and innovation,can the institutional potential energy be transformed into institutional performance,and the institutional advantage be transformed into institutional superiority,so as to achieve the goal of transforming the institutional advantage into governance efficiency.How to transform the institutional advantages into the governance efficiency has become the key link of the modernization of national governance.
