技术创新、环境规制与广东经济增长方式绿色转型

摘要 采用全要素能源生产率增长对GDP增长的贡献率来衡量经济增长方式绿色转型,并基于2006-2018年广东21个地市工业部门的面板数据,实证检验了技术创新、环境规制对经济增长方式绿色转型的影响。研究发现:广东各地市之间经济增长方式绿色转型进程表现出区域不平衡,珠江三角洲地区的绿色转型进程明显快于粤东西北地区,而粤东又要快于粤西和粤北;技术创新和环境规制均是促进经济增长方式绿色转型的重要路径,且两者之间存在交互效应;由于技术进步偏向的差异,技术创新对珠江三角洲地区的经济增长方式绿色转型有显著正向作用,对粤东西北地区反而存在显著负向作用。 The contribution rate of total factor energy productivity growth to GDP growth is used to measure the green transformation of economic growth pattern,and based on the panel data of 21 cities in Guangdong from 2006 to 2018,the impact of technological innovation and environmental regulation on the green transformation of economic growth pattern is empirically tested.The results show that the process of green transformation of economic growth pattern among different cities in Guangdong shows regional imbalance.The green transformation process of Pearl River Delta region is obviously faster than that of eastern and northwestern regions,while that of eastern Guangdong is faster than that of western Guangdong and northern Guangdong.Technology innovation and environmental regulation are both important ways to promote the green transformation of economic growth mode,and there is an interactive effect between them.Due to the difference of technological progress bias,technological innovation has a significant positive effect on the green transformation of economic growth mode in the Pearl River Delta region,but has a significant negative effect on the eastern and northwestern regions of Guangdong.
