广东省工业绿色转型升级评价的研究 被引量:64

摘要 借鉴脱钩理论的核心理念,研究提出利用工业资源消耗或污染物排放变化相对工业产值的弹性脱钩值作为测度工业绿色转型升级水平的评价指标,并进一步将其分解细化为结构脱钩弹性、技术脱钩弹性和治理(回用)脱钩弹性三个中间变量,以深入研究工业绿色转型升级各环节的发展状况。在此基础上,该研究以工业新鲜用水量和燃料消耗量、化学需氧量和SO2排放量分别作为资源与环境的代表性指标,评价分析了"十一五"期间广东省及其五个区域工业绿色转型升级进展。结果表明,在资源环境约束下,广东省工业绿色转型升级有明显进展,但存在显著的区域差异特征。在资源环境约束强的珠三角核心区,工业绿色转型升级进展相对较好。在资源环境目标管理约束不强的粤东地区,工业仍粗放式发展。广东工业绿色转型升级中,部门行业内部升级成效明显,但结构升级不显著。因此,加快工业绿色转型升级进程,不能单纯依靠提升工业行业内部技术水平和污染治理、资源回用效率,必须坚持源头控制,在遵循工业化发展规律的前提下,通过加大政府调控力度、加快工业结构向资源节约型和环境友好型转变。此外,资源环境约束强弱与工业绿色转型升级关系密切,现阶段,政府可以通过制定严格的资源环境约束目标促进工业绿色转型升级。 According to the basic theory of decoupling, the study introduces the decoupling elasticity value which is the ratio of the change of resource consumption or pollution emission to the gross industrial output value, as the evaluation index of green industrial transformation and upgrading. This value is decomposed to three decoupling variables, including structure decoupling elastic variable, technique decoupling elastic variable and treating (recycling) decoupling elastic variable. Two groups of representative indexes are carefully chosen from resource consumption and pollution emission, respectively: industrial water consumption and fuel consumption, chemical oxygen demand and sulfur dioxide emission, to investigate the situation of green industrial transformation and upgrading in Guangdong Province during the 11 th Five-Year Plan Period. The results show that, under the fact of resource and environmental constraints, the green industrial transformation and upgrading in Guangdong has been making great progress. But the development level of each area is diverse. For instance, Pearl River Delta core area which enjoys greater constraint intensity does relatively better than the other non-core area, while the eastern Guangdong still shows an extensive developing style; upgrading of the industrial department itself is relatively more effective than that of the industrial structure. Therefore, more importance should be attached to the source control and stronger macro-regulation to strengthen the structural adjustment towards resource-conserving and environment-friendly development. In addition, concerning the close relationship between resources-environmental constraints and the green industrial transformation- upgrading, the government, at this stage, shou]d set intense resources and environmental constraints target to accelerate green industrial transformation and upgrading.
