摘要
近年来,美国不断升级对华打压,逐步形成并发展为对华战略遏制与规锁,两国关系面临严峻挑战。基于体系结构决定单元行为的新现实主义逻辑和中美战略矛盾的现实基础,可以预判,拜登政府的对华战略在短期内不会因政府更迭而出现根本性转变,结构性矛盾主导下的中美战略竞争仍为中美关系的主要内容。而且,由于美国国内政治、经济和疫情等因素的影响,拜登政府甚至可能升级对华规锁战略。尤其在多边合作、意识形态、经贸规则和周边环境等方面,中国将继续面临来自美国的压力与挑战。为此,中国应着力于夯实国内大循环主体基础,确保和增加中美关系的依赖程度,深化同欧洲的合作,稳定与周边国家的关系,切实加强同发展中国家的团结合作。
In recent years,the United States has been escalating its suppression of China,gradually forming and developing it into strategic containment and confinement,and the relationship between the two countries faces serious challenges.Based on the neorealist logic of systemic structure determining unitary behavior and the realistic basis of strategic contradictions between China and the U.S.,it is argued that the Biden administration's strategy toward China will not be fundamentally transformed by the change of administration in the short term,and the strategic competition between China and the U.S.dominated by structural contradictions will maintain its dominating role in China-U.S.relations.Due to domestic political,economic and epidemic factors,the Biden administration may also upgrade its confinement strategy toward China.China will still face pressure and challenges from the U.S.,especially in the areas of multilateral cooperation,ideology,economic and trade rules,and the surrounding environment.In this regard,China should focus on strengthening the foundation of the leading role of the domestic economic cycle,ensuring and increasing the interdependence between China and the U.S.,deepening the cooperation with European economies,stabilizing the relations with neighboring countries,and effectively strengthening solidarity and cooperation with developing countries.
