摘要
新时代发展背景下,我国的经济、社会和城镇化都在不断革新,发展方式由高速增长逐渐转向高质量精细化发展。自然资源部的机构改革方案成功通过标志着我国国土空间规划新时代的来临,也是城市规划作为空间治理与发展的关键学科及时响应国家发展需求所作出的重大改革与创新。文章根据当前规划体系变革、空间建设质量不高和空间治理体系亟待完善的背景,总结当前国土空间规划与空间治理所遇到的问题,结合国内外空间规划实施的创新对策,从协同治理的视角出发探寻未来城市空间高质量发展的路径和对策。
Under the background of the development of the new era,China’s economy,society and urbanization are constantly innovating,and the development mode is gradually shifting from high-speed growth to high-quality and refined development.The successful adoption of the institutional reform plan of the Ministry of Natural Resources marks the advent of a new era in China’s territorial and spatial planning.It is also a major reform and innovation made by urban planning as a key discipline of spatial governance and development in response to the country’s development needs.Based on the background of the current planning system reform,the low quality of space construction and the urgent need to improve the space governance system.The article summarizes the current problems encountered in land space planning and space governance,combined with innovative countermeasures implemented in domestic and foreign space planning,from the perspective of collaborative governance.It sets out to explore the high-quality development path and countermeasures of future urban space.
