摘要
这篇论文总结了日本的区域开发政策及区域开发的理念。论文首先回顾了关于战后50年间日本区域开发的历史,对作为地方规划编制指导方针的5次“全国综合开发规划”的内容及其为解决各地区的开发问题而编制及实施的区域开发规划及开发项目进行介绍、分析。其次,论文对如何确保规划实施所必须的资金,资金不足的情况下如何进行有效建设的方法,并对开发项目中的建设主体的情况作了详细的介绍。
This paper consists of four parts: first isthe outline on the regional development policies inJapan; second is the review how the regionaldevelopment policies were made against the issuesand problems regions had from the viewpoint of thefive “national comprehensive development plans” inJapan after the WW2; third is the consideration of thefinancial system to execute the policies; and fourth isalso the consideration how to execute effectivelyunder limited finance and example of the “thirdsector.”
