On the Management Strategy of Major Scientific and Technological Projects in Enterprises

摘要 提高重大科技项目管理水平是企业创新驱动发展的重要课题。本文分析了企业重大科技项目功能定位与特征,结合企业基本属性,提出了以“创新需求评估、创新起点评估、创新路线评估”为主要内容的企业重大科技项目立项策略;设计了以“四会、三链、两总、一办”为核心实施载体的企业重大科技项目组织管理体系;阐述了“全流程管理、资源共享与协同攻关、知识传承、正向设计研发、风险管理与绩效管理”等管理理念及其内涵;就如何依靠知识产权管理辅助项目策划、巩固项目成果、提升成果价值做了专题论述。 How to improve management level of major science and technology projects is key problem for enterprise innovation driven development.The paper analyzes the function orientation and characteristics of major science and technology projects of enterprises.Combined with the basic attributes of enterprise,establishment strategy of major science and technology projects with the main contents of innovation demand evaluation,innovation starting point evaluation and innovation route evaluation is putted forward.The organization and management system of major scientific and technological projects that include four committees,three management chains,two leaders and one office is designed.The advanced ideas such as whole process management,resource sharing and collaborative tackling,knowledge inheritance,forward design research and development,risk management and performance management are expounded.How to rely on intellectual property management to assist project planning,consolidate project achievements and enhance the value of achievements is discussed specially.
