摘要
采用定性推演和逻辑演绎的方法,从区内、区外和区际视域构建自贸试验区驱动产业结构升级的机理架构,具体梳理出"自贸试验区驱动"的一系列经济效应。其中,基于区内视域发现,自贸试验区能通过对内改革和对外开放双维驱动区域产业结构升级(驱动效应),传导路径(中介效应)分别为贸易开放、投资自由、金融创新、制度变革,其显著的制度创新特征赋予"自贸试验区驱动"具备持续性(长期效应)。基于区外视域发现,自贸试验区能够通过"倒逼"、竞合、外溢作用以及周边区域的地利优势,有利于周边城市产业结构升级(溢出效应)。基于区际视域发现,片区间的合作能够优化各片区的产业布局和结构升级(协同效应)。同时,产业结构升级的"自贸试验区驱动"对经济高质量发展具有引致效应。
Using the method of qualitative deduction and logical deduction,this paper constructs the mechanism framework of the industrial structure upgrading driven by the pilot free trade zones from the intra-regional,extra-regional and inter-regional perspectives,specifically to sort out the package economic effects of the"pilot free trade zone driven".From the intra-regional perspective,it shows that the pilot free trade zone can drive the upgrading of regional industrial structure through internal reform and opening to the outside world(the driven effect).The conduction path(the mediating effect)is respectively trade opening,investment freedom,financial innovation,institutional reform,and its own remarkable institutional innovation features endows the"pilot free trade zone driven"with sustainability(the long-term effect).From the extra-regional perspective,it shows that the pilot free trade zone can benefit the industrial structure upgrading of surrounding cities through"backward force",competition and cooperation,spillover,and geographical advantage,initiative of surrounding areas(the spillover effect).From the inter-regional perspective,it reflects that the cooperation between zones can optimize the industrial layout and structural upgrading of each region(the synergistic effect).Meanwhile,this paper also discusses the effect of the"pilot free trade zone driven"of industrial structure upgrading on high-quality economic growth.
