摘要
加强集中连片特困地区基本公共文化服务建设是我国完成脱贫攻坚任务、巩固扶贫效果的必然要求。研究以武陵山片区为例,对其2014—2018年基本公共文化服务发展水平及制约因素进行量化测度,测度结果显示:武陵山片区基本公共文化服务发展水平得到明显提升,但几近一半的县(市、区)属于"低投入、低产出"类型,而制约武陵山片区各县(市、区)基本公共文化服务发展的因素各不相同。为促进集中连片特困地区公共文化服务体系建设与我国脱贫攻坚进程相匹配,必须采取供给侧结构性改革方案,强化地方政府及相关部门对于公共文化服务体系建设破解贫困代际传递特殊作用的认识,针对基本公共文化服务发展水平的不同类型采取非均衡扶持策略,搭建政府与社会"合力"制度通道,重塑集中连片特困地区群众文化主体地位,以突破集中连片特困地区公共文化服务领域的"梅佐乔诺陷阱"。
Strengthening the construction of basic public cultural services in concentrated contiguous poverty areas is an inevitable requirement for China to complete the task of poverty alleviation and consolidate achievement.Taking the Wulingshan area as an example,we carried out the quantitative measurement of the development level and obstacle factors of basic public cultural services in 2014-2017.The results show that the development level of basic public cultural services in Wulingshan area has been significantly improved,but nearly half of the counties(cities,districts)belong to the type of"low input and low output",which restricts the basic public culture of counties(cities,districts)in Wulingshan area.The obstacles to the development of services vary.In order to promote the construction of the public cultural service system in concentrated contiguous poverty areas to match China’s poverty alleviation process,it is necessary to adopt a supply-side structural reform plan,strengthen the understanding of local governments and relevant departments on the special role of the construction of a public cultural service system in cracking the intergenerational transmission of poverty,adopt non-balanced support strategies for different types of basic public cultural service development levels,build a system channel for the"joint force"between the government and society,and reshape the main cultural status of the masses in concentrated contiguous poverty areas in order to break through the"Mezzoggiono Trap"in the field of public cultural services in concentrated contiguous poverty areas.
