摘要
国家“双一流”建设背景下,高校设备采购面临新的机遇与挑战。从采购流程方面分析设备采购风险,确立了集体参与和公开透明原则,通过设备采购制度化、采购流程规范化、采购培训常态化、采购调研精细化、招标条款标准化,运行反馈长效化等风险防范对策,全面提升采购质量和采购效率;并在实际的采购工作中不断实践和完善这些风险防范措施,获得了较好的效果。
Under the background“Double first-class”construction,the equipment procurement in universities is faced with new opportunities and challenges,and has its own unique requirements.By analyzing the risks of equipment procurement,principles of collective participation and transparency of terms are established,an equipment procurement system is built,procurement process is standardized,procurement training is strengthened,procurement investigation is strictly controlled,supplier database is improved,and standard terms are supplied,feedback mechanism is emphasized,and the risk prevention countermeasures are put into practice and perfected in the actual procurement work.Good results have been obtained.
