摘要
建立适用于我国国情的评价指标体系是科学评价地方政府治理效能的重要前提,而关键性指标的准确定位与合理设计则是其核心所在。立足于当前的现实需要,营商政务环境优劣成为评价地方政府治理效能的关键性指标之一。本文从现阶段理论研究尚存的争议和问题入手,重点回顾国内外地方政府治理效能评价指标体系的既有文献,并从中借鉴关于营商政务环境指标的设计方法,从而进一步对我国地方政府治理效能评价中的营商政务环境指标进行设计。
The establishment of an evaluation index system suitable for China’s national conditions is an important prerequisite for the scientific evaluation of local government governance effectiveness,while the accurate positioning and reasonable design of key indicators are its core.Based on the current needs of China,the advantages and disadvantages of the government environment of doing business reflect the local government effectiveness in the construction of business environment,which is one of the key indicators to evaluate the governance effectiveness of local governments.Based on the existing controversies and problems in theoretical research,this research review the existing literature of evaluation index system of governance effectiveness at home and abroad,and draw lessons from the research of index design of the government environment of doing business.Furthermore,put forward the index design of the government environment of doing business in order to evaluate the local governance effectiveness.
