摘要
目的分析我国2012—2019年专业公共卫生机构卫生资源配置状况及公平性,为我国公共卫生资源规划提供参考依据。方法综合运用泰尔指数和卫生资源密度指数对我国2012—2019年专业公共卫生机构、床位及专业卫生技术人员配置情况进行公平性评价。结果2012—2019年间我国专业公共卫生机构数、床位数、专业卫生技术人员数总体呈上升趋势,全国专业公共卫生机构泰尔指数由0.0276上升至0.0414,床位泰尔指数由0.0281上升至0.0397,专业卫生技术人员泰尔指数由0.0087上升至0.0134。区域内泰尔指数大于区域间泰尔指数,东、西部地区内资源配置不公平尤为明显。西部公共卫生资源密度指数均低于全国平均水平,配置程度低。结论我国公共卫生资源配置仍存在不公平现象,应统筹区域协调发展,改善地区内分化现象,并引导公共卫生资源合理流动,适当向西部地区倾斜资源。
Objective To analyze the current situation and fairness of resource allocation in public health institutions from 2012 to 2019 and provide evidence for public health resource planning.Methods The Theil index and the health resource density index were used to evaluate the fairness of the configuration of public health institutions,hospital beds,and health professionals in China from 2012 to 2019.Results From 2012 to 2019,the number of public health institutions,hospital beds,and health professionals showed an overall ascending trend.The Theil index of national public health institutions,hospital beds and health professionals rose from 0.0276 to 0.0414,from 0.0281 to 0.0397 and from 0.0087 to 0.0134,respectively.The Theil index within the same region was greater than the interregional Theil index and the unequal allocation of resources within the same region was particularly obvious.The public health resource density index in the western region was lower than the national average,which indicated insufficient resource.Conclusion The allocation of public health resources is unequal.It is necessary to coordinate the regional development,mitigate the differentiation within the region,guide the rational flow of public health resources and appropriately distribute resources in favor of the backward areas in the west.
