摘要
国内粮食增产提质是新阶段保障国家粮食安全的根基。小农户的动态演变将不利于粮食增产提质,而农业生产托管能够克服小农户种粮瓶颈。农业生产托管构建了服务市场供给+“放心”机制,是农业生产性服务高质量发展的典型业态。其促进粮食增产提质的内在逻辑在于“放心”机制内含的激励兼容机制,以农事管理的集聚共享弥补非物质要素投入缺口,稳固粮食增产、维持小农户的种粮意愿,生成集约高效的绿色生产方式,防止种粮能力退化、断层,推动农田整治、减少撂荒,增加适度规模经营和要素投入效益,实现“藏粮于地”“藏粮于技”的有机统一。农业生产托管已成为稳固粮食安全根基的关键,但推广普及面临多重困难,需要将其明确列入粮食安全政策优先支持对象,以培育服务主体、完善组织体系、提升业务水平、加强机制设计、创新支持方式等多种手段促进加快发展。
Improvingthe yield and quality of grain was the foundation of ensuring food security.The dynamic evolution of small farmers could inhibit the foundation of grain production,and agricultural production trusteeship could solve this problem.The agricultural production trusteeship was defined as market supply plus“quality-assured”mechanism,which was a typical form of high-quality development of agricultural productive services.The logic of promoting grain production was the incentive compatible contained in the“quality-assured”mechanism,which could stabilize the logic of grain production,maintain the willingness to grow grain,generate an intensive and efficient green production mode,prevent the degradation and gaps of grain-cultivation,promote farmland conservation,reduce farmland abandonment,and realize“storing grain in the land”and“storing grain in technology”.Agricultural production trusteeship had become the key to build a mechanism for sustained grain production improvement,but its popularization was faced with multiple difficulties.It needed to be clearly listed in the priority support items of food security policy in order to accelerate development by fostering service subjects,improving organizational system,enhancing business level,strengthening mechanism design,and innovating support methods and other means.
