摘要
军队规模结构和力量编成改革促使导航装备维修保障体系发生深刻变化,为有效评估新体制下导航装备维修保障效能,结合新体制下导航装备维修保障特点及需求,以维修资源配置、维修管理效益、装备维修效率为一级指标,基于层次分析法(AHP)建立维修保障效能评估指标体系,构造拟优一致性矩阵计算权重向量;针对不同类型指标数据,分别选用效益型和成本型隶属度函数生成模糊关系矩阵,使用模糊综合评估法(FCE)评估维修保障效能。实例表明,所建指标体系系统完整,评估方法简便易行,有效可靠。
The maintenance support system of navigation equipment has been changed profoundly by the reforming of military scale and strength composition.Considering the characteristics of maintenance support of navigation equipment under the new system,the evalustion index system of maintenance support efficiency which take maintenance resource allocation,maintenance management efficiency and equipment maintenance efficiency as the fist-level indicators is established based on the analytic hierarchy process(AHP),and the quasi-optimal consistency matrix is constructed to calculate the weight vector.For different types of index data,the membership functions of benefit and cost are selected to generate the fuzzy relation matrix,and the maintenance support efficiency is evaluated by the fuzzy comprehensive evaluation method.The example shows that the index system is complte,the evaluation method is simple,effective and reliable.
