摘要
保障效能是指保障系统在实现预期目标中发挥出的效率和效果,保障能力的大小通常可以用保障效能来表示,保障系统的人力、物力和财力往往是影响装备保障效能的主要因素。合理地对系统进行建模、仿真和分析,可以对装备的保障能力和效能进行科学的评估与分析。本文针对复杂电子系统保障效能评估进行研究,建立面向任务和面向过程的两类典型评估指标评价体系,并运用层次分析法等效能评估方法,参考国外预警机装备一体化保障工作场景,对保障效能进行评估与分析,为后续保障工作的持续改进提供理论支撑。
Support effectiveness refers to the efficiency and efficacy demonstrated by the support system in achieving its intended objectives,with its magnitude typically quantified by this matric.Personnel,material and financial resources are considered the main factors influencing equipment support effective-ness.Scientific evaluation and analysis of support capabilities through rational application of modeling,simulation and analytical methodologies constitute the essence of equipment support effectiveness assess-ment.This study focuses on support effectiveness evaluation for complex electronic system.A dual-orien-ted evaluation framework encompassing mission-specific and process-driven indicators is established.Em-ploying assessment methodologies such as the Analytic Hierarchy Process(AHP),integrated support op-erational scenarios of foreign Airborne Early Warning aircraft are selected for empirical evaluation founda-tions for continuous improvement in subsequent support operations.
