摘要
农业产业化联合体是由多种新型农业经营主体构成的农业经营组织联盟,其组织性质和目标、成员构成与治理结构等多个方面相较于以往的农业产业化经营模式均有着明显的特殊性。从生产经营和政策引导的实践看,现有农业产业化联合体主要可以分为主体集合型、园区集聚型和产业集群型三类模式。尽管不同类型的联合体在分工协作关系、资源要素利用和收益风险处置方面存在着差异,但它们均面临着法人地位不具备、内部治理不健全、支持政策不完善等共性问题的挑战,急需在顶层设计、内部治理、配套措施、人才储备等方面完善农业产业化联合体发展的政策体系。
Agro-industrial alliance is a kind of agricultural operation organization alliance constituted of a number of new agricultural operators.Its unique organization characteristics and goals,member constitution,operation structure differentiate itself from former agro-industrial operation forms.From the practice of production and management and policy guidance,current agro-industrial alliance has three main types:entity-grouping,park-gathering and industry-clustering.Different types differ in the aspects of division of labor and co-ordination relationship,resource usage,interest distribution and risk management,while all three types are faced with the same problems such as lack of corporate status,deficiency of internal governance,insufficiency of supporting policies.It is urgent to improve policy system of agro-industrial alliance in terms of top-level design,internal governance,supplementary measures,talent reserves.
