摘要
由于经济的快速增长,中国水资源出现了短缺问题,2018年,国务院发布了重新组建自然资源部的方案,这也显示了我国对提高自然资源管理效率的决心。为提高我国水资源配置效率,从明晰水资源行政管理权与所有权的边界视角出发,分析了水资源所有权存在的问题,提出了应进一步健全水权权责体系、明确行业行政主管部门的管辖职责和完善水资源价格形成机制。
Due to rapid economic growth,China’s water resources have been in short supply.In 2018,the State Council issued a plan to reorganize the Ministry of Natural Resources,which also shows China’s determination to improve the efficiency of natural resource management.In order to improve the efficiency of water resources allocation in China,this paper analyzes the existing problems of water resources ownership from the perspective of clarifying the boundary between water resources administrative rights and ownership.The water rights and responsibilities system should be further improved.The jurisdictional responsibilities of the industry administrative departments,and the water resources price formation mechanism should be also improved.
