摘要
在国有资产“分级所有”的改革思路确定之后,必须为这一新体制的建构确定基本原则,即分级所有原则、分类管理原则、出资人制度原则以及并列运行原则。而科学合理地在中央与地方之间划分国有资产,则必须在尊重历史和兼顾公平与效率的指导思想下,从国有经济的行业发展态势和国有资产的增量与存量关系两个方面统筹考虑划分标准。
After the reform notion of the state-owned assets possessed by hierarchical governments is confirmed, we should make sure four basic construction principles. Furthermore, whether we can deal well with the interest relationship between central government and local governments or not is judged by if the state-owned assets managerial system is reasonable. Based on the premiss of respecting the history and equity, the author raises division standard judged form the industry development trend of state-owned economy and the increment part and original part of state-owned assets.
