摘要
《城市居住区规划设计标准》(GB 50180—2018)提出生活圈模式,期望在"以人为本"的原则下满足居民日益增长的对美好生活的追求,但在生活圈的设施配置中却暴露出由理论向实践转化的困境,导致服务供给难以精准匹配不同类型居民差异化的需求结构。文章通过对生活圈内小学、初中、养老设施和商业设施等方面的布局,以及交通组织对应于不同的使用人群所产生矛盾的探讨,探究设施配置失衡的本质原因—生活圈规划仍延续以"抽象人"为本的规划理念,提出人本化理念下生活圈设施布局的核心影响要素,以及"集中+分散""统一+差异""步行+单车""规划+评估"等具体措施,希望实现从"以人为本"理念到"与人为善"实践的跨越。
The Standard for Urban Residential Area Planning and Design puts forwards life circle model to meet people’s demands for a better life.In practice,the configuration of life circle facilities cannot precisely match differentiated demands.The paper studies the layout of primary and junior schools,senior facilities,and commercial facilities within the life circle,and the contradiction of transportation needs by different age groups,and studies what lies behind facility imbalance-human remains a concept in planning instead of being fully considered.It lists the key elements that affect life circle facilities layout,proposes strategies of "concentration and dispersion","unification and difference","planning and evaluation",to realize the shift from "human oriented" to "human friendly" planning practice.
