摘要
长三角地区是我国总部经济发展最为充分的区域之一,“三省一市”都将总部经济建设作为未来区域经济高质量发展的重要抓手,因而易出现对总部资源恶性竞争现象,破坏长三角一体化黏性,弱化其服务全国的经济功能。文章基于对冲外部经济环境不确定性、增强资源要素集聚能力、优化重构产业链、推动长三角更高质量一体化发展等四个重大战略作用的分析,建议长三角在“十四五”期间通过“四个结合”路径将协同发展理念嵌入总部经济发展规划中,助力其成为“双循环”新发展格局下我国经济发展高能级、强动力、广辐射的区域活跃增长极。
The Yangtze River Delta region is one of the regions with the most sufficient development of headquarters econo⁃my in China."Three provinces and one city"regard the headquarters economic construction as an important starting point for the future regional economic high-quality development,so it is easy to appear vicious competition for headquarters resources,destroy the integration stickiness of the Yangtze River Delta,and weaken its economic function of serving the whole country.Based on the analysis of the four strategic roles of hedging the uncertainty of external economic environment,enhancing the ability to gather resources,optimizing and reconstructing the industrial chain,and promoting the integrated development of the Yangtze River Delta with higher quality,it is suggested that the Yangtze River Delta should embed the concept of collab⁃orative development into the headquarters economic development planning through the"four combinations"path during the"14th five year plan",so as to help it become a high-energy,strong driving force and wide radiation regional active growth pole of China's economic development under the new development pattern of"double cycle".
