摘要
为了吸引跨国公司或大公司总部等机构进驻本地区而带动经济发展 ,地方政府在制定总部经济发展战略时必须运用收益—成本分析 ,突破狭隘的税收观 ,要全面关注总部经济的直接收益和间接收益 ;要运用政府市场营销手段吸引总部进驻 ,突破狭隘的政策“价格战” ;要以准确定位目标、依据需求制定对策、综合运用市场营销策略、重视社会营销设计为要点 ,确定总部经济市场营销方案。
In order to attract the institutions like MNC or HQ of big companies to garrison the local region to initiate the economic development, when to draw up the HQ economy strategy, the local government should apply the profit-cost analysis, break through the narrow taxation view, completely concern the direct profit and indirect profit of the HQ economy; it should apply the governmental marketing means to attract HQ to garrison, break through the narrow policy “price war”; it should determine the marketing program of the HQ economy with the key points on the accurate location of the task, the countermeasure based on the demand, comprehensive application of marketing strategy, as well as the attention to the social marketing design.
