都市圈协同创新的空间演化特征、发展机制与实施路径 被引量:33

Spatial Evolution Characteristics,Development Mechanism and Implementation Path of Collaborative Innovation in Metropolitan Area

摘要 都市圈协同创新发展是引领区域经济高质量一体化的新着力点,具有重要战略意义和实践价值。本文首次从理论层面概括了都市圈协同创新的空间演化特征,分别为"创新要素单核集聚-区际知识溢出与联合-开放式协同创新网络联动-区域协同创新共同体"四个阶段,其中"知识流动和扩散""风险共担与收益共享""产业分工协作""政策引导""价值增值"是驱动都市圈协同创新发展的核心机制。基于此,从都市圈创新政策协同性、创新资源互联互通和开放共享、产业集群协同创新、创新型都市圈试点示范等角度提出了政策建议。 The collaborative innovation and development of the metropolitan area is a new focus for leading the high-quality integration of the regional economy,which has important strategic significance and practical value.This article summarizes the spatial evolution characteristics of collaborative innovation in metropolitan areas for the first time from a theoretical level,including four stages of single-core agglomeration of innovative elements-interregional knowledge spillover and joint-open collaborative innovation network linkage-regional collaborative innovation community,knowledge flow and diffusion,risk sharing and benefit sharing,industrial division of labor and cooperation,policy guidance,and value added are the core mechanisms driving its development.Based on this,policy implementation recommendations have been put forward from the perspectives of the synergy of innovation policies in metropolitan areas,interconnection and open sharing of innovative resources,collaborative innovation in industrial clusters,and pilot demonstrations of innovative metropolitan areas.
