摘要
在德国现代学徒制是一项“政治性制度安排”,而不是经济界需求,德国将其视为青年成长、经济发展、技术创新、国家竞争等的战略需要。现代学徒制开展中的各种做法,诸如明晰规范的法律责任与权利保障、普遍公认的职业教育标准、权威通行的职业资格证书、自由平等的市场经济制度、科学有效的三级体系、参与各方的职责明确、特色鲜明的教育制度和市场导向、以学生为中心的教学理念和全程培养方案、注重技能的文化背景和价值取向等,值得我国在开展现代学徒制时进行透视及品鉴。
In Germany,modern apprenticeship is a"political institutional arrangement"rather than a need in the economic world.Therefore,Germany regards it as a strategic need for youth growth,economic development,technological innovation and national competition.Various practices in the development of modern apprenticeshipare worthy of appreciation when we develop modern apprenticeship in our country,such as standardized legal responsibilities and rights protection,universally recognized vocational education standards,authoritative and universal vocational qualification certificates,free and equal market economy system,scientific and effective three⁃level system,clear distinctive responsibilities of all parties involved,system and market orientation,student⁃centered teaching concepts and whole⁃course training programs,skills⁃focused cultural background and value orientation etc.
