摘要
21世纪兴起和繁荣的全球价值链(GVC)既是生产分工链,也是利益分配链,还是与生产和利益分配紧密关联的污染制造链。随着中国嵌入GVC的日益加深以及国内环境形势的日趋严峻,本文首次从污染防治的主体微观企业视角,阐明了企业GVC不同嵌入方式影响企业减排的理论机制,并利用2000-2008年中国工业企业污染排放、生产和贸易的匹配数据进行实证研究。结果表明,企业GVC的不同嵌入方式具有不同的环境效应,企业GVC上游环节嵌入通过实施环境管理战略和承担环境社会责任促进企业绿色技术进步而实现减排;企业GVC下游环节嵌入在GVC领导者的技术俘获下抑制企业绿色技术进步而加剧污染排放。进一步分析发现,提升国内环境规制水平和企业技术溢出吸收能力有助于GVC下游环节嵌入企业破解技术俘获困局,削弱企业GVC下游环节嵌入对企业减排的抑制作用。本文为中国在新型国际分工秩序下通过调整GVC嵌入战略进行污染防治提供了重要的政策参考。
The global value chain(GVC),rising and flourishing in the 21st century,is not only a production division chain,but also a benefit distribution chain,as well as a pollution manufacturing chain closely related to production division and benefit distribution.With the deepening of China's embedding GVC and the increasingly severe domestic environmental situation,this paper first expounds the theoretical mechanism of GVC's different embedding ways affecting firm emission reduction from the perspective of micro-firm,the main body of pollution prevention and control,and uses the unique matching data of pollution emission,production and trade of China's industrial firms in 2000-2008 for empirical research.The results show that different embedding ways of GVC have different environmental effects.Firm embedding GVC from upstream realizes emission reduction by implementing environmental management strategy and taking environmental social responsibility to promote firm green technology progress;firm embedding GVC from downstream intensifies the pollution emission under the technology capture of GVC leaders to restrain firm green technology progress.Further analysis shows that improving the level of domestic environmental regulation and the absorptive capacity of technology spillover help firm embedding GVC from downstream to break the technology capture,and then weaken the inhibition effect of GVC's downstream embedding way on firm emission reduction.This paper provides an important policy reference for China to prevent and control pollution by adjusting GVC embedding strategy under the new international division of labor.
