摘要
以PPP项目的回报机制为切入点,以青岛地铁一号线项目实行的“可行性缺口补助”回报机制为例,首先分析项目的投资结构、特许经营期、社会资本回报率。其次对运营期内取得的收入、成本费用和可行性缺口补助进行测算。最后针对一号线项目的投资回报机制提出建议,包括制定动态的调价机制和客流机制、确定合理的社会资本回报率、各参与方应严格遵守合同条款、建立完善的监管体系、建立科学的绩效评价体系及预先做好财政预算资金规划等。
Taking the return mechanism of PPP project as the breakthrough point,this paper takes the“feasibility gap subsidy”return mechanism of Qingdao Metro Line 1 project as the specific research object.Firstly,analyzes project investment structure,franchise period and social capital return rate.Then,calculates the income,cost and the feasibility gap subsidy of the project,and puts forward some suggestions for the return mechanism of Qingdao Metro Line 1 project,such as to formulate dynamic price adjustment mechanism and passenger flow mechanism,determine a reasonable rate of return on social capital,all participants should strictly abide by the contract terms,establish perfect supervision system and a scientific performance evaluation system,make budget and fund planning in advance.
