摘要
设计合理的社会资本投资回报机制,保障公立医院公私合作(public-private-partnership,PPP)改制项目中社会资本方收回投资成本并取得合理投资收益,决定了社会投资方的投资意愿及稳定性,是PPP项目运作成功的关键,也是促进公立医院与社会资本合作运营进一步发展首先需要解决的核心问题。笔者在分析公立医院与社会资本合作中投资回报机制特点的基础上,结合实践中各种医院PPP运作模式和具体投资回报方式,对其适用条件和需要注意的问题作进一步探讨,以供理论界和实务界参考。
Rational profit return mechanism which can assure private capital covering project cost and getting rational profit for private capital determined the investment willing and persistence in PPP project and also determined the success or failure of the project. It is the most important problem lbr PPP project development. Based on the analysis of the characters of profit return mechanism of PPP project between public hospital and private capital, combined with the profit return modes between PPP projects, the conditions and key points are analyzed to give references for theory and practice on developing PPP project.
