摘要
双循环战略是基于对全球化和我国经济发展新趋势新特点的系统审慎判断而做出的一项中长期战略决策。双循环战略和中国发展新格局的形成,既与“中国与世界关系”格局的变化密切相关,也是中国对自身发展模式和增长机制的重大调整。文章系统梳理了近几十年来全球化语境的历史变迁和发达国家“去全球化”与“再工业化”的根源,回顾了我国四十多年来开放发展格局的演变过程,从全球化视角深入阐述了双循环战略的战略背景。文章认为,未来应从“系统动态均衡”方法论出发,实现国内循环和国际循环的系统动态平衡、供给侧改革和扩大内需的系统动态平衡、改革-开放-发展的系统动态平衡,这是新发展格局的重要特征。
The dual cycle strategy is a medium and long-term strategic decision based on the systematic and prudent judgment on the new trends and characteristics of globalization and China′s economic development.The formation of the dual cycle stratgy and the new pattern of China's development is closely related to the change of the pattern of“China world relations”,and is also a major adjustment of China's own development mode and growth mechanism.This paper systematically combs the historical chanes in the context of globalization in recent decades and the root causes of“de globalization”and“re industrialization”in developed coutries,reviews the evolution process of China′s open development pattern in the past 40 years,and expounds the strategic bacground of thedual cycle strategy from the perspective of Globalization.This paper holds that in the future,we should start from the methodolo⁃gy of“system dynamic equilibrium”to realize the system dynamic balance of domestic circulation and international circulation,the system dynamic balance of supply side reform and expansion of domestic demand,and the system dynamic balance of reform opeing development,which are the important characteristics of the new development pattern.
