摘要
在认同高等教育多元产品属性的前提下,国内外学者从多个角度对高等教育服务进行了研究。结合区域化和全球化的大背景,相关文献的研究内容并不局限于促进高等教育服务贸易的具体政策和措施,还包括高等教育服务开放的目标与策略、高等教育服务贸易差额及成因、高等教育服务贸易发展的全球与国别趋势等。贸易差额的产生缘于教育质量、规章制度、人才竞争、国家(地区)形象、高校声望、高等教育国际化水平、个人资源、竞争环境、贸易协定等因素。对高等教育服务贸易发展趋势的探讨主要集中在留学生数量、进出口主体、竞争格局、教育远程化、质量提升、资源配置、国际合作等方面。
Chinese and foreign scholars recognize the multi-product attribute of higher education and have studied higher education services from multiple perspectives.The research content of relevant literature amid the trend toward regionalization and globalization is not limited to specific policies and measures to promote higher education service trade,but also includes the objectives and strategies of opening higher education service,the balance and causes of higher education service trade,and the global and national trends of higher education service trade.Trade balance is the result of such factors as education quality,regulations and systems,competition for talent,national(regional)image,university reputation,internationalization level of higher education,personal resources,competitive environment and trade agreements.The discussion on the development of higher education service trade mainly focuses on the number of international students,import and export subjects,competition pattern,distance education,quality improvement,resource allocation,international cooperation and so on.
