摘要 乡村教师政策是影响乡村教育振兴、乡村小学教师专业发展的重要因素,日益受到学界广泛关注。新中国成立70年以来,由于经济水平及地域特殊性等原因,城乡教育发展不平衡现象长期存在。以政策五要素为分析线索,我国乡村小学教师政策经历了六个历史变革阶段,乡村小学教师政策呈现出由服务国家需要到服务个体发展、由普遍性发展到特殊性发展、由注重数量到均衡发展的历史演进的特点。新时期乡村小学教师政策的制定和实施需要进一步健全乡村教师激励体制,增强乡村小学教师职业认同感;创新乡村教师编制改革,稳定乡村小学教师队伍;拓宽乡村教师补充渠道,加强乡村小学教师队伍建设;强化乡村本土师资培育,培养扎根乡村的小学教师队伍。 Rural teacher policy is an important factor affecting the revitalization of rural education and the professional development of rural primary school teachers,which has drawn wide range of concerns from academic circles.Since the founding of new China more than 70 years ago,due to the economic level and regional particularity,the imbalance of urban and rural education development has existed for a long time.Taking the five elements of policy as the analysis clue,the policy of rural primary school teachers in China has gone through six historical transformation stages.The characteristics of the policy development of rural primary school teachers have experienced the transition from education serving national needs to individual development,from universality to particularity and from laying emphasis on quantity to balanced development.In the new period,for the formulation and implementation of teacher policy for rural primary school teachers,it is necessary to further improve the incentive system for rural school teachers and enhance their professional identity,to innovate the formation reform and stabilize the rural primary school teachers,to expand the supplementary channels and consolidate their construction,and to strengthen the training of local teachers and bring up a contingent of primary school teachers rooted in rural areas.
