摘要
在主体功能区战略规划背景下,云南省作为生态文明建设的排头兵,积极响应中央政策,努力实现国土空间的合理利用。论文采用熵值灰色关联分析法对云南省昆明、德宏、普洱等16个州市发展现状进行绩效评价,旨在评价当前云南省主体功能区战略的实施情况并由此提出合理建议。其中,重点开发区绩效评价评分从高到低排名为楚雄、玉溪、昆明、曲靖,限制开发区(农产品主产区)评分从高到低排名为普洱、临沧、保山、红河、德宏、昭通,限制开发区(重点生态功能区)评价评分从高到低排名为大理、丽江、文山、西双版纳、迪庆、怒江,并由此提出相关建议,即:重点开发区应借鉴国外发展经验,调整产业结构,减少能源消耗,提高能源产出,加强环境保护;农产品主产区应保持良好的发展方向,坚持基本农田不动摇的政策,发展特色农业;重点生态功能区应以改善自然环境、保护生物多样性为主要目标,加强第三产业发展,发展生态旅游。
Under the background of major function-oriented zoning,as the vanguard of ecological civilization construction,Yunnan Province is actively responding to the policy,trying to achieve rational use of land and space.In this study,the grey relational analysis method of entropy value was used to evaluate the development status of 16 cities in Yunnan province,including Kunming,Dehong and Pu’er.The aim is to evaluate the implementation of the major function-oriented zoning strategy in Yunnan province and put forward reasonable Suggestions accordingly.The evaluation results show that the performance evaluation scores of the key development zones were ranking from large to small for Chuxiong,Yuxi,Kunming,Qujing,the scores of restricted development zones (Main producing areas of agricultural products) were ranking from large to small for Pu’er,Lincang,Baoshan,Honghe,Dehong,Zhaotong,the scores of restricted development zones (key ecological function areas) were ranking from large to small for Dali,Lijiang,Wenshan,Xishuangbanna,Diqing,Nujiang.Some relevant Suggestions were put forward accordingly,which we should learn from foreign development experience,adjust industrial structure,reduce energy consumption,increase energy output and strengthen environmental protection in the key development zones,we should maintain a sound development direction,adhere to the policy of unwavering use of basic farmland,and develop characteristic agriculture in main producing areas of agricultural products.Suggestions were also provided in improving the natural environment,protecting biodiversity,strengthening the development of the tertiary industry and developing ecotourism in key ecological functional areas.
