摘要
国家主体功能区规划除了要实行差异化绩效管理外,还需要以战略协同的视角进行整体绩效管理。整体绩效管理与局部的、单一的、非均衡的绩效管理模式相对应,它是制定绩效计划、推进绩效协同、实施绩效评价、诊断和应用绩效结果的完整过程。本文根据整体绩效的内涵要求,从主体功能区绩效和政府绩效耦合的角度设计了主体功能区整体绩效管理的评价矩阵,并从挖掘主体功能区绩效管理过程中的失效诱因以及提出国家主体功能区绩效改进的政策建议两个方面讨论了绩效评价结果的运用。
National main function region planning adopts differentiation performance management, still need to practice overall performance management in the view of strategic synergy. Overall performance management corresponds to the local, single and unbalanced performance management, it includes the whole process: performance plan, propulsion per- formance synergy, implementation of the performance evaluation, diagnosis and application results of the perform- ance. According to the concept of the overall performance requirements, we design the overall performance manage- ment evaluation matrix, which combined the main function area performance and the government performance. On the basis of the performance results, we explore the causes that lead to failure and put out the corresponded sugges- tions that improvement the performance of national main functional regions.
