摘要
目的:分析基层医院后勤保障系统应对新冠肺炎疫情存在的问题和不足,为完善基层医院后勤管理机制提供借鉴。方法:通过网络和现场调研了解基层医疗机构后勤保障管理中存在的问题,征集本地区各基层医疗机构后勤保障工作负责人或分管领导建议。结果:基层医院后勤保障系统在管理模式、防护物资供应、后勤基建、应急预案、后勤保障人员5个方面存在的问题急需改进。结论:针对基层医院后勤保障系统存在的问题,提出改进措施,形成基层医疗机构应对突发公共卫生事件的后勤保障工作应对策略,包括健全后勤保障组织、建立前瞻式工作模式、制定应急预案,做好培训演练等,以构建科学健全的后勤保障应急管理机制。
Objective:This paper aims to analyze how the primary hospital’s logistics support system responds to new coronavirus pneumonia epidemic,and to find out its shortcomings and weaknesses in new coronavirus pneumonia prevention and control.Experi⁃ences and lessons are summarized in order to provide reference for improving the logistics management mechanism in primary hospi⁃tals.Method:Collecting comments on the problems of the primary hospital’s logistics support system by network and on-site investiga⁃tions,survey the opinions of the person in charge.Result:We have analyzed the problems from several perspectives such as manage⁃ment mode,supply of protective materials,logistics infrastructure,emergency plan,logistics support personnel.There is still much room for improvement.Conclusion:In accordance with these problems of primary medical institutions,proposing improvement mea⁃sures,coping strategies on public health emergencies have been established,such as to improve the logistics support organization,to es⁃tablish a forward-looking working mode,to formulate emergency plans,to conduct training exercises,etc,in order to construct a scien⁃tific and sound emergency management mechanism.
